What a restraint is for
The restraint exists to stop the one accident that kills people at a loading dock.
Trailer creep and early pull-away are long recognised hazards. A forklift is on a trailer, the trailer moves away from the dock face, and the gap opens under a loaded machine with a person on it. The vehicle restraint is the engineered control that prevents it, by positively holding the trailer to the building.
OSHA requires that trailer movement be prevented while trailers are boarded by powered industrial trucks, with brakes set and wheel chocks placed. A positive mechanical means of securing the trailer is accepted in place of chocks, and the guidance is specific about the conditions: the equipment has to be installed, maintained and used as the manufacturer recommends, and damaged equipment has to be removed from service immediately.
That is why a partly working restraint is worse than an obviously broken one. A broken restraint gets reported and the bay falls back to chocks. A restraint that engages on most trailers and misses on a few builds exactly the confidence it should not, and the miss happens on the trailer nobody was watching.

Hook and mechanism wear
The engaging component takes the entire load path. Worn hooks lose their positive grip across the range of ICC bar heights and conditions they are meant to cover.
Hydraulic and drive faults
Cylinders, hoses, pumps and motors, in an environment of impact, water and salt air. Slow or weak operation usually starts here.
Control systems
Push button stations, relays, interlocks and the wiring between the dock and the bay, all living somewhere wet and vibrating.
Communication light systems
Interior and exterior red and green lights that tell the driver and the dock crew what state the restraint is in. When these lie, the procedure fails.
Interlocks with the door and leveler
Restraint, door and leveler should behave as one sequence. Interlocks that have been bypassed are a common finding.
Replacement and upgrade
Where a unit is beyond economic repair or no longer suits the trailer mix you receive, we specify and fit a replacement rather than keep rebuilding it.

The findings that should stop a bay
Inconsistent engagement
Holds most trailers, misses some. The single most important finding and the hardest one for a site to notice on its own.
Lights that do not match reality
Green showing to the driver when the hook is not engaged is the worst possible failure mode, because the whole procedure depends on that signal.
Bypassed interlocks
Someone worked around a nuisance stop years ago and the sequence has been running unprotected since.
Corrosion at the mechanism
Salt air and standing water in the pit area, working on the exact components that carry the load.
Impact damage to the housing
Backed into hard enough to shift alignment, which changes how and whether the hook meets the bar.
No testing record
The equipment is a compliance control. Without a record there is no way to show it was maintained as the manufacturer requires.

About restraints and compliance
Can we use restraints instead of wheel chocks?
A positive mechanical means of securing trucks or trailers to a loading dock is accepted in place of chocks, subject to conditions. OSHA guidance states that the system has to be installed and used in a manner that effectively prevents movement during loading, unloading and boarding, that all mechanical equipment must be installed, maintained and used as the manufacturer recommends, and that any damaged mechanical equipment is removed from service immediately. Maintenance is not optional in that arrangement, it is the basis of it.
Our restraint engages on most trailers. Is that acceptable?
No, and it is the finding we treat most seriously. Inconsistent engagement usually means hook wear, alignment shift after an impact, or a mechanism that no longer covers the full range of ICC bar heights. The risk is not the trailer it misses while someone is watching. It is the one it misses while a loaded forklift is inside.
The lights work but the hook does not. Which do the drivers believe?
The lights, every time, which is exactly why a light system that has drifted out of agreement with the mechanism is so dangerous. Interior and exterior communication lights are part of the safety system, not an indicator bolted onto it, and they get tested against actual hook state rather than against the control signal.
Do you repair restraints from any manufacturer?
We work on the common dock restraint brands and carry general hydraulic, mechanical and control components. Proprietary parts are sourced through the manufacturer. Where a unit is obsolete or beyond economic repair we will tell you that plainly and quote a replacement instead of rebuilding it twice.
How often should restraints be tested?
At minimum on the schedule the manufacturer specifies, and realistically more often on high-throughput bays, because engagement wear is proportional to use. Sites running a planned dock program get the restraints tested at every visit, with the result recorded per bay, which is also the record you want if an incident is ever investigated.
